Creating directories in uploads by others than Masteradmin

Hi everyone, I just discovered that only the Masteradmin could create maps on the first level under /uploads. Masteradmins can only create these directories. How can I create a second Masteradmin (or modify an existing superadmin) so they can add new directories just under the uploads and not only in subdirectories ?
